Position Summary:

This position provides management level leadership for development and implementation of state government affairs strategy and state/federal grassroots advocacy programs across Minnesota and North Dakota. This person is the lead representative for the Chapter at both State Capitols and with both Congressional delegations. This position will also serve as the Public Policy liaison for Region 5 (MN, ND, SD, NE, IA, and WI) to the Washington DC home office.

Responsibilities

Essential functions and responsibilities include, but are not limited to:

  • Lead development and implementation of strategies and tactics to advance our public policy priorities at the state level in coordination with the home office public policy team.
  • Serve as chief registered lobbyist in both states to initiate, support, amend and/or defend public policies (legislative, regulatory or budget action). As needed, oppose public policies that may harm constituents.
  • Manage chapter public policy team to build and maintain relationships with state elected/appointed officials and their staff, including committee, caucus and agency staff, as well as with community stakeholders and partner organizations. 
  • Clearly communicate Association policy priorities, verbally and written, consistent with strategic plan to various audiences, including internal (staff, board) and external (volunteer advocates, elected officials/staff, community stakeholders and partner organizations) audiences. 
  • Develop and direct grassroots advocacy activities to influence federal and state leaders in coordination with national public policy teams. 
  • Recruit, train, and support state and federal volunteer advocates.
  • Lead planning and implementation of Alzheimer’s Advocacy Days at the State Capitols in Bismarck and St. Paul, and coordinate federal Alzheimer’s Advocacy Forum activities for registered advocates from MN and ND.
  • Serve as a member of the Chapter Management Team to ensure integration of public policy with full mission strategies.
  • Provide leadership to the Chapter (Public Policy Committee and/or Board on Public Policy).
  • Support all pillars of the organization to advance our mission as requested by leadership: care and support, concern and awareness, research, fund development, and diversity and inclusion, including seeking opportunities to collaborate with them in our policy work. 
  • Comply with all regulatory and internal compliance requirements. 
  • Promote the Alzheimer’s Impact Movement and related federal advocacy activities. 

Qualifications:

  • Bachelor’s degree.
  • 7-10 years of progressive experience in state-level legislative, regulatory, and budget processes.
  • Experience with state health and human services departments, programs and services. 
  • Experience with grassroots advocacy or political campaigns. 
  • 4 years of management experience. 

Knowledge, Skills and Abilities:

  • Familiarity with health and human services programs, particularly an understanding of Medicaid or other programs related to aging and long-term services and supports. 
  • Familiarity of Alzheimer’s disease and other dementias or caregiving preferred.
  • Understanding of public health preferred.
  • Excellent written and oral communications skills.
  • Ability to anticipate, identify, organize, and analyze public policy opportunities.
  • Professional experience developing and managing political, issue or grassroots advocacy campaigns and volunteers.
  • Detail oriented, adaptable, organized and able to successfully manage multiple projects and tasks.
  • Track record of working collaboratively and inclusively within a team environment, engaging and mobilizing team members and leadership in the work. 
  • Sound judgement and political acumen. 
  • Ability to work effectively with diverse populations with a high level of integrity, diplomacy and initiative.
  • Possess valid driver’s license, good driving record, access to reliable vehicle and proof of automobile insurance. 
  • Ability/willingness to frequently travel across both states and occasionally to Washington DC.
  • Familiarity with computer hardware and software systems, preferably using Microsoft Office and Google Suite.
