JOB SUMMARY: This position exists to serve as the principal adviser for public policy planning and all advocacy implementation efforts in Alaska. The Manager of Public Policy and Advocacy directs and manages state and relevant federal public policy/advocacy efforts in the state as well as the Ambassador Program for Congressional Advocacy and the State Champion program for state advocacy. This is a full-time position located in Alaska, and reports to the Regional Leader for the Pacific Northwest with strong corresponding partnership relationship with the Regional Public Policy lead. 

 

This position is home-based, in Anchorage, Alaska, although candidates residing in Juneau or other locations in the greater Anchorage-area will be considered. 

 

ESSENTIAL JOB FUNCTIONS:   

 

· Provides staff leadership for the development of public policy goals at the state level in collaboration with the state public policy committee and the national public policy office.   

 

· Assists and collaborates with Regional Development staff as necessary and appropriate to achieve chapter mission and goals including community/development events. Collaborates with Regional Public Policy staff, along with key staff contacts at the association’s Public Policy office in Washington D.C.  

 

· Oversees all efforts and activities to achieve the state-level public policy priorities, working with the state legislature and state agencies, including the public health department, as appropriate.   

 

· Works under the leadership of the National Public Policy Office to implement the national policy initiatives of the Alzheimer’s Association.   

 

· Recruits and trains advocates and manages the database of public policy and provide monthly, quarterly and yearly reports on advocacy recruitment, contacts with congress and state leaders.   

 

· Manages statewide advocacy visits/correspondence/electronic communications. Monitors committee meetings and legislative action during the state legislative session as well as in between sessions. Plans, implements and promotes Alzheimer’s Advocacy Day at the state capitol.   

 

· Provides a periodic update of state and federal legislative matters pertaining to Alzheimer’s to all Association staff in the state, chapter boards, Ambassadors, Champions and other advocates.   

 

· Assists and collaborates with the Regional Media Director to coordinate media outreach.   

 

· Coordinates implementation of state public policy goals such as development of the state platform and strategy.   

 

· Develops alliances with similar organizations in order to advance issues of importance to the Association at the state level.   

 

· Represents the Chapter at public forums, conferences, state task forces, government agencies, etc., on public policy issues as needed.   

 

· Recruits and coordinates volunteer advocates from the state to attend the Public Policy Forum in Washington D.C., State Public Policy Committee, and all other events such as Walks.   

 

· Leads the Public Policy Committee of the state Leadership Councils.   

 

KNOWLEDGE AND SKILLS:   

 

· Have current contacts within the legislature and/or potential partners.   

 

· Understands and is deeply familiar with legislative and regulatory processes.   

 

· Strong and extensive experience in volunteer management/community organizing and/or in the legislative, regulatory, and budget process in Alaska.   

 

· Familiar with senior, aging, health and long-term care issues. An understanding of Alzheimer’s disease/dementia and basic understanding of public health a plus.   

 

· Ability to work effectively with diverse populations with a high level of integrity, diplomacy and initiative.   

 

· Proficient user of personal computer, Microsoft software applications and donor software systems.   

 

MINIMUM REQUIREMENTS:  

 

· Bachelor’s degree, and relevant work experience will be considered.   

 

· At least 5 years of state-level government affairs experience and/or grassroots advocacy.   

 

· Outstanding verbal and written communications skills.   

 

· Proven self-starter with excellent judgement and careful attention to detail, adaptable, organized and able to successfully manage multiple projects and tasks.   

 

· Strong negotiation skills.   

 

· Ability to work occasional evenings and weekends. Ability to travel frequently by car and air across the state and country as necessary.   

 

· Must hold a valid Alaska driver’s license.
