Position Summary:

Under the direction of the Senior Director of Public Policy and Advocacy, the Manager of State Public Policy exists to serve as the principal sta? for state-level government affairs and advocacy e?orts in Colorado. This position will be responsible for managing efforts to advance the mission of the organization and implementing our strategic plan by interacting with policy makers (legislators and regulators), task forces, committees and coalitions; building and mobilizing volunteer advocates; communicating the Association’s issues and policy priorities; and ensuring public policy efforts are integrated into all Association activities, as appropriate. This position will support the efforts to build and implement strategy for state government affairs and state-level advocacy in Colorado.

ESSENTIAL FUNCTIONS:
* Assist in the development of the strategy to achieve state-level public policy priorities in Colorado.
* Assist with the lobbying activities of the Association in Colorado by developing relationships with state legislators and by lobbying issues of importance to the Association.
* Build relationships with and work with staff at state departments to implement policy changes on issues of importance to the Association.
* Track and analyze legislation of importance to the Association being considered by the Colorado General Assembly.
* Monitor and participate in committee meetings, advisory groups, task forces, commissions, regulatory boards and other legislative and regulatory bodies during the state legislative session and between sessions.
* Develop supporting materials associated with the Association’s state-level public policy priorities in Colorado.
* Work with coalitions, where appropriate, in order to advance issues of importance to the Association at the state level.
* Provide periodic updates about state legislative and regulatory matters of importance to the Association to volunteer advocates, volunteer leadership and Association staff.
* Represent the Association at public forums, state commissions and task forces, legislative committees, regulatory boards, conferences, etc. on issues of importance to the Association at the state level.
* Track and report activities to ensure compliance with state lobbying laws.
* Assist in the development of and implement all grassroots and grasstops advocacy activities focusing on state policy makers.
* Recruit, train, manage, support and facilitate the e?orts of volunteer advocates to ensure timely and effective proactive or responsive action on issues of importance to the Association at the state level. These efforts include in-person meetings, committee testimony, correspondence, letters to the editor, social media posts, action alerts, earned media, among others.
* Manage Colorado’s advocacy reporting database, including by ensuring volunteer advocates are reporting activities and contacts with state policy makers.
* Assist in the planning and implementation of Alzheimer’s Day at the Capitol, including pre- and post-event activities.
* Assist in the planning and implementation of town halls and other community events with members of the Colorado General Assembly and, where appropriate, state department staff.
* Promote and assist volunteer advocates in the promotion of the Association’s 501(c)(4) advocacy arm - the Alzheimer’s Impact Movement (AIM).
* Provide necessary training and materials for Association sta? and volunteers to recruit volunteer advocates and AIM members.
* Engage Association staff and volunteer leaders in advocacy activities, including providing support for those activities and ensuring they are reported in the appropriate manner.
* Assist with activities related to advocacy work at the federal level and in other Rocky Mountain States as need and as time permits.
* Collaborate with Association Programs, Communications and Development sta? to ensure public policy efforts are coordinated with and infused in their efforts to achieve Association mission and goals.

MINIMUM REQUIREMENTS:
* A Bachelor's degree in a related field. An equivalency of work experience and education may be considered
* A minimum of 3 to 5 years of experience working in state-level government a?airs or with a state legislature and/or working in grassroots advocacy, volunteer management or community organizing, preferably with non-pro?t organizations
* Familiarity with the legislative, regulatory and budget processes in Colorado
* Familiarity with health, senior, aging and long-term care issues.
* Excellent verbal, written, and interpersonal communication skills, including the ability to speak publicly in large and small groups
* Detail oriented, adaptable, organized and able to successfully manage multiple projects and tasks
* Ability to work e?ectively with diverse populations with a high level of integrity, diplomacy and initiative
* Ability to self-start, multitask, prioritize and meet deadlines
* Ability to work with attention to detail and accuracy
* Proficiency with Microsoft Office and ability to use other software and databases
* An understanding of Alzheimer’s disease/dementia and basic understanding of public health preferred
* Have current contacts within the state legislature and executive branch, and with potential partners and collaborators in Colorado preferred
* Ability/willingness to travel as needed to perform job duties
* Access to a reliable vehicle, a valid driver’s license and proof of automobile insurance
* Ability to work evenings and weekends as needed
* Ability to lift and carry up to 25 pounds
