The Manager of State Affairs serves as the staff for state-level governmental affairs efforts in Minnesota. This position will identify and pursue state policy initiatives consistent with the Association’s mission through the drafting of legislation and regulations, lobbying of the Minnesota Legislature and engagement of volunteer advocates. This position will be responsible for implementing our strategic plan by interacting with policy makers, committees and coalitions and communicating the Association’s issues and policy priorities in Minnesota.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

 
     
  • Develop public policy priorities at the state level in collaboration with the V.P. of Government Affairs and the national public policy office.
  •  
  • Implement the strategy to achieve the state-level public policy priorities, including working with the state legislature and state agencies. 
  •  
  • Draft bill language in consultation with the V.P of Government Affairs.
  •  
  • Serve as an Association’s lobbyist by developing relationships with state legislators and other relevant government officials and by lobbying for the state policy priorities.
  •  
  • Monitor committee meetings and legislative action during the state legislative session as well as between sessions.
  •  
  • In conjunction with V.P. of Government Affairs, build, develop, and work with, where appropriate, alliances with similar organizations, coalitions, committees, task forces, etc. in order to advance issues of importance to the Association at the state level.
  •  
  • Represent the chapter at public forums, conferences, state task forces, government agencies, etc. on state public policy issues as needed.
  •  
  • Provide a periodic update of state legislative and regulatory issues pertaining to Alzheimer’s to Association staff in the state, chapter board, Alzheimer’s State Champions, and other advocates.
  •  
  • Assist as needed in state-level advocacy activities, including coordinating office visits, correspondence, and other activities by Alzheimer’s State Champions and other advocates, primarily by identifying opportunities for grassroots involvement on state issues.
  •  
  • Assist in the planning and implementation of Alzheimer’s Advocacy Day at the state capitol.
  •  
  • Support and participate in chapter events such as Walk to End Alzheimer’s, as requested.
  •  
  • Promote and assist advocate volunteers in the promotion of the Association’s 501(c)(4) advocacy arm - the Alzheimer’s Impact Movement (AIM).
  •  
  • Provide necessary training and materials for staff and volunteers at all chapter events to recruit advocates and members of AIM.
  •  
  • Assist and collaborate with the Chapter Program staff to ensure legislators, legislative staff, and other government officials have an understanding of Alzheimer’s disease and are aware of the programs and services the Association provides to meet the needs of individuals with Alzheimer’s disease, their families, and their caregivers.
  •  
  • Assist and collaborate with the Chapter Marketing staff to coordinate media outreach that promotes the Association’s state and federal policy priorities, including through press releases, letters to the editor, and other earned media events.
  •  
  • Assist and collaborate with the Chapter Development staff as necessary and appropriate to achieve chapter mission and goals, including community/development events.
  •  
  • Track and report activities to ensure compliance with federal and state lobbying laws.
  •  
  • All other duties as assigned.

MINIMUM QUALIFICATIONS:

 
     
  • Bachelor’s degree or equivalent work experience
  •  
  • At least 5 to 7 years experience in state-level government affairs or with a state legislature, preferably in Minnesota.
  •  
  • Have current contacts within the state legislature and executive branch, and with potential partners and collaborators in Minnesota.
  •  
  • Understand, be familiar with, and have experience in the legislative, regulatory, and budget process in Minnesota.
  •  
  • Be familiar with senior, aging, health, and long-term care issues. An understanding of Alzheimer’s disease/dementia and basic understanding of public health a plus.
  •  
  • Demonstrate the ability to anticipate, identify, organize, and analyze public policy opportunities.
  •  
  • Possess excellent written and oral communications skills.
  •  
  • Ability/willingness to travel across the state, including some evenings and weekends. (5%)
  •  
  • Detail oriented, adaptable, organized and able to successfully manage multiple projects and tasks.
  •  
  • Proven self-starter with excellent judgment and careful attention to detail.
  •  
  • Strong negotiation skills.
  •  
  • Ability to work effectively with diverse populations with a high level of integrity, diplomacy and initiative.
  •  
  • Must possess valid driver’s license, good driving record, access to reliable vehicle and proof of automobile insurance.
  •  
  • Be willing to work occasional evenings and weekends.  
  •
