A.POSITION SUMMARY:
This position manages state-level governmental affairs efforts in the state of Illinois under the supervision of the Vice President of Public Policy. The Director of State Affairs will identify and pursue state policy initiatives consistent with the Association’s mission through the drafting of legislation and regulations, lobbying of the General Assembly and engagement of volunteer advocates.

B.DUTIES AND RESPONSIBILITIES:

* Develop and pursue legislative and regulatory initiatives to improve Illinois’ capacity to become a dementia capable state
* Provide input to the V.P. Public policy regarding the coordination and implementation of state public policy goals such as the development of state platforms/priorities and key strategies
* Draft state statute in consultation with the V.P Public Policy
* Track all Illinois legislation to monitor issues affecting the Alzheimer’s population
* Cultivate and maintain relationships with state legislators on behalf of the Alzheimer’s Association, including direct lobbying
* In conjunction with the V.P Public Policy, identify and build relationships with (as well as direct lobby) key members of the executive branch, including various state agencies
* Track specific state advocacy activities for Alzheimer’s Association public policy metrics as it relates to the current strategic plan
* Represent the Association at public forums, conferences, state task forces, government agencies, etc. on state public policy issues as needed
* Monitor committee meetings and legislative action during the state legislative session as well as in between sessions; provide summaries and reports to the V.P of Public Policy and regional leadership as requested
* Provide input for the development of public policy goals at the state level in collaboration with the national public policy office and V.P. of Public Policy
* Identify champion legislators to engage in state advocacy program, including educating these members regarding the Association’s agenda
* Recruit and train advocates to engage in the State Champion program
* Assist in the planning of proactive grassroots advocacy program for State Champions program
* Initiate relationships and collaborate with external organizations and coalitions to build strategic alliances to further policy agenda
* Assist in the implementation of year-round advocacy integration with other organizational events - such as Walk to End Alzheimer’s, The Longest Day, other fundraising events, programs and educational events
* Initiate the transmission of clear and consistent communication with advocates, including State Champions
* Write and disseminate advocacy updates and alerts, assist in the writing of educational materials on policy issues (in partnership with the policy department)
* In collaboration with the Public Policy team in Illinois, recruit, organize and train advocates to attend the annual Illinois Advocacy day in Springfield, including development of the program and materials
* Recruit advocates to participate in awareness campaigns, including but not limited to, obtaining reservations for the Illinois Alzheimer’s Association license plates, increasing awareness for the Silver Search program
* Co-manage the Facebook and Twitter pages for advocacy with the Advocacy Manager

C.DIMENSIONS.

* This position does not supervise other staff
* The incumbent will provide guidance on their functional area (state affairs) to a broader group of staff and volunteers
* Not responsible for managing a departmental operating budget

D.KNOWLEDGE AND SKILLS:

* Understands and is familiar with legislative and regulatory processes in Illinois
* Requires a high degree of original and independent thinking in developing methods or procedures, techniques or programs or ideas in undeveloped/underdeveloped areas of outreach related to organizing/mobilizing advocates
* Proficient user of Microsoft software applications, Google applications, legislative tracking software systems and social media platforms
* Excellent written and oral communication skills
* Ability to travel and work some nights and weekends
* Critical competencies include, but not limited to: communication effectiveness, relationship management, self-management and results oriented, ability to work well in a team environment

E.EDUCATION AND EXPERIENCE - MINIMUM REQUIREMENTS

1.Education: Bachelor’s degree in political science, health policy, public administration or related field of study required.
2.Experience: A combination of education and work experience in political science, public administration, public policy or equivalent grassroots organizing and campaign experiences. 5 years of state-level government affairs experience, preferably in Illinois, or related experience in a government affairs position
3.Licenses and Certification: None needed, but must register as a lobbyist in the state of Illinois
