POSITION TITLE: Director of Public Policy
REPORTS TO: Executive Director
STATUS: Full-Time Exempt
LOCATION: Helena, MT
JOB SUMMARY: This position exists to serve as the principal staff for grassroots and grasstops advocacy efforts and government affairs in Montana. The Director of Public Policy directs and manages (1) local, state, and federal advocacy efforts in the state; and (2) state-level governmental affairs activities.
ESSENTIAL JOB FUNCTIONS:
- Oversee the development of public policy priorities at the state level in collaboration with other relevant chapter staff and the national public policy office.
- Serve as the Association’s chief professional lobbyist and face of the Association in Montana by developing relationships with state legislators, the state public health department and other relevant government officials and by lobbying for state policy priorities.
- Track and analyze relevant legislation and develop strategies to influence it.
- Monitor committee meetings and legislative action during the state legislative session as well as between sessions.
- Build, develop, and work with, where appropriate, alliances with similar organizations, coalitions, committees, task forces, etc. in order to advance issues of importance to the Association at the state level.
- Represent the chapter at public forums, conferences, state task forces, government agencies, etc. on public policy issues as needed.
- Provide a periodic update of relevant state and federal legislative matters to audiences inside and outside of the Chapter.
- Recruit, train and mobilize volunteer advocates on state- and federal-level priorities.
- Develop and manage year-round grassroots and grasstops advocacy activities.
- Plan and implement Alzheimer’s Advocacy Day at the state capitol, including recruiting advocates and coordinating their activities.
- Recruit and coordinate volunteer advocates to attend the Advocacy Forum in Washington, D.C. and manage activities associated with this event.
- Plan and implement town halls/community events with members of the state’s congressional delegation and state legislators.
- Develop and implement a social media plan for policy information.
- Manage advocacy database, including by ensuring advocates are reporting activities and contacts with federal and state officials.
- Engage chapter staff and board members in advocacy activities.
- Support, participate in and promote other parts of the Chapter, including Walks to End Alzheimer’s, Chapter programs and services, communications, among others.
- Track and report activities to ensure compliance with federal and state lobbying laws.
- All other duties as assigned.
KNOWLEDGE AND SKILLS:
Candidates for this position should:
- Have strong and extensive experience in the legislative, regulatory, and budget process in Montana and in volunteer management/community organizing.
- Be experienced in building and working with coalitions.
- Be familiar with senior, aging, health, and long-term care issues. An understanding of Alzheimer’s disease/dementia and basic understanding of public health a plus.
- Demonstrate the ability to anticipate, identify, organize, and analyze public policy opportunities.
- Possess excellent written and oral communications skills.
- Be detail oriented, adaptable, organized and able to successfully manage multiple projects and tasks.
- Be a proven self-starter with excellent judgment and careful attention to detail.
- Have the ability to work effectively with diverse populations with a high level of integrity, diplomacy, and initiative.
- Be proficient in the use of personal computers and Microsoft software applications.
- Bachelor’s degree in a related field of study required
- At least 5 to 7 years of experience working in state-level government affairs or with a state legislature and/or in grassroots advocacy, volunteer management, or community organizing, preferably with non-profit organizations.
- Have current contacts within the Montana state legislature and executive branch, and with potential partners and collaborators.
- Excellent verbal and written communication skills
- Familiarity with Google Apps, Zoom applications
- Ability to prioritize and manage multiple projects simultaneously in a fast-paced and fluid environment
- Ability to lift up to 25 pounds
- Ability/willingness to travel frequently across the state, including some evenings and weekends.
- Access to a reliable vehicle, a valid driver’s license and proof of insurance
